      Description

      With a German keyboard, the '@' character (AltGr + Q) cannot be typed under Firefox under Windows, as the key events translate to Ctrl + Alt + @. This is correct, but Ctrl and Alt should be released prior to sending '@'.

      There is code for doing exactly this, but that code is only within the keypress handling. If the key comes purely from keydown, the releasing of Ctrl and Alt will not occur.
